David Cameron outlines new anti-terror measures to MPs

David Cameron outlines new anti-terror measures to MPs

New powers are needed to seize terrorist suspects' passports and stop British-born extremists from returning to the UK, David Cameron has said.
It was "abhorrent" British citizens had "declared their allegiance" to groups like Islamic State, he told MPs.
He said the inability to stop UK terrorists returning home from overseas was "a gap in the armoury" but only pledged cross-party talks on the issue.
Powers to monitor suspects in the UK will also be strengthened.
In a statement to Parliament, Mr Cameron restated the UK's backing for US airstrikes against Islamic State militants in Iraq and said he would not rule out participation in similar action in the future.
The UK's terror threat level was raised to "severe" from "substantial" on Friday.
'Forensic focus'
The prime minister told MPs that developments in the Middle East over recent months had major implications for the UK's security, with 500 British nationals estimated to have travelled to Iraq and Syria to fight on behalf of Islamic State and other militant groups.
He said the whole world had been "sickened and shocked" by the killing of US journalist James Foley and other atrocities in Iraq.
While rejecting calls for "sweeping and blanket" new laws in response, he said a "forensic focus" was needed to prevent people from travelling abroad in the first place and to deal with British jihadists returning to the UK from conflict zones.
Among measures announced:
  • Legislation will be drawn up to give the police statutory powers to confiscate the passports of suspect terrorists at UK borders
  • The UK will challenge any attempt by the courts to water down these powers
  • Plans to block suspected British terrorists from returning to the UK will be drawn up on a "cross-party basis"
  • Terrorism prevention and investigation measures (Tpims) will be extended, to include the power to relocate suspects
  • Terrorists will be required to undergo de-radicalisation programmes
  • Airlines will be forced to hand over more information about passengers travelling to and from conflict zones.
The home secretary already has executive powers to seize the passports of those travelling abroad in certain cases but Mr Cameron said the police needed greater discretion to act where needed.
"We will introduce specific and targeted legislation... providing the police with a temporary power to seize a passport at the border during which time they will be able to investigate the individual concerned," he said.
Mr Cameron said the UK was able to block foreign nationals and those with dual citizenship from re-entering the UK but did not have the same power for UK nationals deemed to pose a threat to the country.
Under his proposals, UK nationals suspected of being involved in terror acts would be allowed to keep their British citizenship, but they would be prevented from re-entering the UK for a period of time.
He added: "Adhering to British values is not an option or a choice. It is a duty for all those who live in these islands so we will stand up for our values, we will in the end defeat this extremism and we will secure our way of life for generations to come."

Anti-PM Sharif clashes continue in Pakistan

Anti-PM Sharif clashes continue in Pakistan

Clashes are continuing in Pakistan between police and protesters demanding the resignation of PM Nawaz Sharif.
Police again fired tear gas as the demonstrators tried to regroup after a night of violence near Mr Sharif's residence in the capital, Islamabad.
Two people died during the clashes and at least 300 were injured.
Demonstrators loyal to opposition politician Imran Khan and cleric Tahirul Qadri have been taking part in a sit-in for two weeks.
They want Mr Sharif to resign, alleging corruption and electoral fraud. The prime minister denies the accusation.
Islamabad police chief Khalid Khattak told the BBC that close to 100 protesters had been arrested as the crowds tried to march on Mr Sharif's official residence in the capital.

Scott Rogers: US TV host and ex-Suffolk teacher shot dead

Scott Rogers: US TV host and ex-Suffolk teacher shot dead

A US television host and former Suffolk dance school teacher was shot dead by his son-in-law at his home in Louisiana, police have said.
Scott Rogers, 52, a presenter for WAFB-TV, was found in Iberville, Baton Rouge on Wednesday, local police said.
Sheriff Brett Stassi said it was thought Mr Rogers was shot by Mathew Hodgkinson, also his former lover, in a "murder and attempted suicide".
Mr Hodgkinson, 36, is in a coma in a US hospital, said Mr Stassi.
'Gun to his head'
Mr Stassi, the sheriff of police in Iberville, told the BBC: "It looked like a murder and failed attempted suicide. Scott was shot in his bed, under the covers, tucked neatly in.
"It looks like Mathew put the gun to his own head... he was seriously wounded but still alive.
"He's still in a critical condition in an induced coma."
Mr Stassi said his deputy found a note next to the bed.
"We think Mathew wrote it and maybe even put it there after Scott was deceased," he said.
'Unhealthy atmosphere'
Mr Hodgkinson, who was married to Mr Rogers' daughter Kimmy, joined Mr Rogers in America to work as a producer on the Around Town Show aired by WAFB-TV.
In 1994, BBC Look East reported that Suffolk County Council had "taken the unusual step" of issuing a warning to parents about the Academy of Dance and Performing Arts in Bury St Edmunds.
There were claims of an "unhealthy atmosphere" similar to "a religious or supposedly religious cult" at the school founded by Mr Rogers, the East Anglian Daily Times has reported.
Mr Rogers was known as Richard Scott-Rogers in the UK.
Mr Hodgkinson, a former pupil of the dance academy, was also known as Mathew Hodgkins.
Mr Stassi said witness statements suggested Mr Hodgkinson was both Mr Rogers' son-in-law and former lover and lived at the Rogers property.

How Borat hoaxed America

Spoof Kazakh reporter Borat - aka Ali G comedian Sacha Baron Cohen - is expected to score a box office hit by offending and humiliating real Americans in a new movie

When a gangly foreign reporter with broken English, bushy moustache and crumpled suit turned up at artist Linda Stein's New York studio, she thought she was helping spread the word about women's rights.
Ms Stein, with two other members of Veteran Feminists of America, agreed to be filmed for what they thought was a documentary to help third world women.
But then the reporter started talking about his wife's farm work ("she pulls the plough"), women walking three steps behind men ("it used to be 10 steps, my country is advancing") and asking how to contact Pamela Anderson.
"I thought I was talking to an uneducated man, maybe from a tribal community," Ms Stein says. "I mean, that's how it seemed to me.
"In our earnestness, we were trying to help women around the world."
Shocking and provocative
Ms Stein is not alone in being duped by Baron Cohen.
The British comedian has perfected his act as the apparently naive reporter whose enthusiastic offensiveness either leaves his interviewees in shock or persuades them to reveal a little too much of their own prejudices.
And the result is set to be one of the year's most popular films.
I'm a New Yorker, all sorts of things happen in New York - I'm not angry
Linda Stein
Artist
Most of Borat's victims were ensnared in a similar way. They would be contacted by a woman calling herself Chelsea Barnard from a fictional film company, One America Productions.
They would be told about the foreign correspondent making a film about life in the US, with the pitch tailored to each person's specialist subject.
Then on the day of the interview, they would be presented with a release form at the last minute, be paid in cash and, finally, Borat would amble in, beginning with some serious subjects before starting his provocative routine.
"We're all primed to do an academic dissertation, we did our homework," says yoga teacher Grace Welch, another member of the three-strong feminist panel.
"And as we're talking, out of the blue, he says: 'Do you know Baywatch?'
Borat at rodeo in Salem, Massachusetts
Borat gave his own rendition of the US national anthem at a rodeo
"I knew something was going on but I didn't know what it was. I'm looking at the cameramen and everyone was stony-faced. And then he would come out with outrageous things."
Ms Stein first tried to throw Borat out when he started talking about women having smaller brains than men.
The producer persuaded her to carry on, apologetically explaining that Borat did not realise he was saying anything wrong.
But the final straw came when Borat asked the women to lift up their shirts at the end of the interview.
'Mixed feelings'
"I've seen the film and parts of it were hilarious," Ms Stein says. "As an interviewee, I have had a lot of mixed feelings about it.
"I thought about it, I worried about it, and then felt I have to get back to my work. I just have to move on. I'm a New Yorker, all sorts of things happen in New York. I'm not angry."
But the artist, whose sculptures represent "empowerment and strength", wants to ask Baron Cohen why his art "zooms in on human weaknesses and foibles".
Borat with public speaking coach Pat Haggerty
Public speaking coach Pat Haggerty saw the funny side of Borat
She has invited him to her exhibition, which begins on 2 November - the day before the film is released. "He owes me one and he should buy a sculpture."
Washington DC public speaking coach Pat Haggerty also appears - and is seen trying to teach humour to Borat, who talks about having sex with his mother-in-law and keeping his "retard" brother in a cage.
"About halfway through the session we took a break and I went up to one of the producers and said: 'This guy can't be real.
"'If you let me in on the gag, I will help you reach your goals because I don't care if you're from Kazakhstan, nobody is this crazy.'
"But I soldiered on and figured they paid me my money and they deserve an hour of my time and I'm going to be as professional as I can."
To the best of my memory I don't believe I said anything stupid - however, I'm in the movie
Pat Haggerty
Public speaking coach
Mr Haggerty says he is having "a lot of fun" with his new-found fame and hopes it raises his professional profile.
He has not yet seen the film - but hopes he did not say anything he will regret.
"To the best of my memory I don't believe I said anything stupid. However, I'm in the movie. The only downside I see is if I appear to be a fool."
Movie 'mess'
One person who is likely to regret the day he met Borat is Tennessee rodeo manager Bobby Rowe, who is cajoled by the comedian into making disparaging remarks about Muslims and homosexuals.
A phone call to Mr Rowe and an enquiry about whether he is the person in the movie elicits a slow, painful reply: "Yeah, I'm the same one."
But he says he has been stung by his experiences. "I got into this mess by someone calling me and telling me who they was and they weren't," he says.
"And so I don't do any interviews over the dadgum phone any more. This phone rings 10-12 times a day.

"That's what got me into this mess and I don't want to get in any deeper."

Raymell Mourice Rice Education and Career

Raymell Mourice Rice (born January 22, 1987) is an American football running back for the Baltimore Ravens of the National Football League (NFL). He played college football for Rutgers University, and was drafted by the Ravens in the second round of the 2008 NFL Draft. As of the 2013 season, he is ranked as the Ravens' second all-time leading rusher behind Jamal Lewis (7,801) with 5,940 yards, and also second in attempts (1,273). He is ranked second all-time for rushing touchdowns  and third for combined touchdowns  in Ravens history.

High school career

Rice was the primary running back at New Rochelle High School and led his team to a state title as a junior in 2003. Rice holds the state record for yards in a single game: he gained 462 yards on 42 carries on October 24, 2004.

2009 season

It was announced during training camp that Rice won the starting running back job over Willis McGahee for the 2009 NFL season, and that Le'Ron McClain would be switching back to full-time fullback duties. McClain and McGahee had been the primary running backs the previous year.

In the season opener against the Kansas City Chiefs, Rice rushed for 108-yards on 19 carries, which was his second career 100-yard rushing game.

In week 3, Rice rushed for his first pro touchdown against the Browns. On October 11, 2009, he caught his first touchdown reception against the Cincinnati Bengals. On October 18, 2009, (Week 6) Rice led his team in both rushing and receiving yards against the Minnesota Vikings. He rushed for 77-yards off 10 carries, scoring 2 touchdowns. He also caught 10 passes for 117-yards in the loss. In week 14, Rice had career-bests 166 rushing yards and 216 total yards, scoring one touchdown. In week 16 at the Pittsburgh Steelers, Rice rushed for a career-high 30 times for 141 yards, which broke a Steelers streak of 32 consecutive games without a 100-yard rusher.

He finished the season with 254 carries for 1,339 yards and 7 touchdowns, averaging 5.3 yards per carry.

Rice was selected to the 2010 Pro Bowl, his first, on December 29, 2009.

In the wildcard playoff game against the New England Patriots on January 10, 2010, Rice scored an 83-yard touchdown on the first offensive play for the Ravens, the longest play for the Ravens that season, the longest rush of his NFL career and the 2nd longest rush in NFL postseason history. 2010 season

On December 20, 2010, against the New Orleans Saints, Rice amassed a career-best 233 yards from scrimmage (153 rushing and 80 receiving) to go along with two touchdowns. The 233 yards are also the third most in Ravens franchise history.[6] For his efforts, Rice was awarded his first AFC Offensive Player of the Week award. On January 9, 2011, in the Wild Card round of the playoffs against the Kansas City Chiefs, Rice became the first Ravens RB to have a receiving touchdown in a playoff game. Ray Rice finished the 2010 season with 1,220 total rushing yards, and 556 total receiving yards. This was his second straight season to amass 1000 rushing yards.

2011 season

The 2011 season started off well for Rice. In week 1 against the Pittsburgh Steelers Rice gained 107 yards rushing and 1 touchdown, while making 4 receptions for 42 yards and 1 touchdown. The Ravens would win that game 35 to 7. This performance was only the second time a running back had gained more than 100 rushing yards against the Steelers defense since the 2009 season, both belonging to Rice. In week 10 he threw his first career passing touchdown. It was a 1 yard completion to tight end Ed Dickson in a loss to the Seattle Seahawks. In week 13 of the 2011 NFL season Rice ran for 204 yards on the Browns including a 68 yard run and 1 touchdown. Ray Rice had four games so far in the season where he has rushed for more than 100 yards, and has over 1000 yards rushing for a third straight season. For his play against the Patriots, Rice won AFC Offensive Player Of The Week. For his performance, Rice was also tabbed as the new cover athlete for the NFL Blitz video game by EA Sports available on XBLA and PSN. In the following game, Rice ran for 103 yards on 26 carries and averaged almost 4 yards per carry while scoring a touchdown and a losing fumble in the win against the Indianapolis Colts. In week 17 against the Bengals Rice rushed for 191 yards that includes a 70 yard touchdown run in the first two minutes of the game and then rushed for a 51 yard touchdown. Rice finished the season with 1364 yards off 291 attempts averaging 4.7 yards a carry. He also had 12 TDs. He was 2nd in the league in total rush yards and finished 1st in total yards from scrimmage. Rice had 704 receiving yards off 76 catches averaging 9.3 yards a reception. Rice was selected to his second Pro-Bowl in 2011 and voted to the NFL All Pro Team.

2012 season

On July 16, 2012, Rice agreed to a 5-year, $35 million deal with the Baltimore Ravens after being franchise tagged earlier in the offseason.
On November 25, 2012, the Ravens were down 3 with under 2 minutes left in the game away against the San Diego Chargers. The Ravens had the ball at their own 37 on a 4th and extremely long 29. Quarterback Joe Flacco passed short middle to Rice, who followed up by avoiding defenders for 30 yards and getting the first down in what Ravens' coach John Harbaugh dubbed as the play that will "go down in history."  The Ravens went on to tie the game at the conclusion of the drive with a field goal, and won the game in overtime. For his performance, he received the AFC offensive Player of the Week award [9] and the GMC Never Say Never Moment of the Week Award. On February 3, 2013, the Ravens defeated the San Francisco 49ers in Super Bowl XLVII, earning Rice his first Super Bowl ring.

2013 season

In 2013, Rice got off to a slow start. He was injured, and the Ravens' offense was not functioning properly. He has rushed for only 420 yards on 140 carries for 4 touchdowns 11 weeks into the season. In Week 11, Rice had his best game of the season, rushing for 131 yards on 25 carries in the Ravens 23-20 overtime loss to the Bears
